I think he's referring to groove diameter, not bore.

Interestingly enough, the most accurate rifles shoot jacketed bullets
whose diameter is larger than groove diameter by several ten-thousandths
to as much as two-thousandths of an inch.  My latest Palma rifle's
barrel's groove diameter is .3064-in.  Those Sierra .308 Palma bullets
I have mic at .3084-in.  1000-yard test groups are in the 5 to 6 inch
range.
